Subject: Non-issue of course completion certificate and charging of fee after final exam of BCA

Respected Sir,
I, G Rajendra Prasad S/o G Bhaskar Reddy, am a bonafide student of Madurai Kamraj University (MKU) and my study centre is Maa Bhagwati Infotech, Jodhpur (Rajasthan) study center code *** for the session ****-** and completed Bachelor of Computer Application (BCA) as per the details mentioned below-

*. I appeared in the examination of all the paper for the course and passed the same. Taking into consideration of the same the university issued me the consolidated mark sheet and provisional certificate through my study centre i.e. Maa Bhagwati Infotech, Jodhpur (Rajasthan). I approached so many times to my study centre for course completion certificate where they used to ask me more time as the same was not despatched by the university.
*. I am a serving defence personal and couldn’t followed up due to my sudden transfer to J&K Area. In the month of Jun ** when I stand transferred to Chennai, I sent an email to Grievance cell of MKU, DDE who in turn replied that an amount of Rs. ****/- is pending against me which is required to be paid for want of said certificate. In addition, they suggested to send another email along with the copy of receipt of the fee paid.
On ** Oct ****, I deposited the amount of Rs. ****/- through SBI Challan and send an email to MKU Grievance cell and requested to despatch my course completion certificate at the earliest. Very unfortunately I would like to brought that the university administration not responded to my email request even after one year. Not having any hope, on ** Sep **, I gave a call to grievance cell on extension No. ***. The staff instructed me to write a letter directly to director, MKU DDE for despatch of the said certificate. I again ring up to office of Director who advised me to talk to grievance cell on Extn- *** and same was repeated time and again but non resolution was made. Finally i sent a letter to MKU DDE on ** Sep ** by india post (ET*********IN,IVR:*************) but still they are not responding.
*. As far as my knowledge is concern it is the responsibilities of the administration of the College/University to circulate the required application among students for receipt of all documents through the study centre in the last year/semester of the course, collection of fee and process the required documentation before issuing the final statement of marks and provisional certificate.
As far as my matter is concern, neither the same process was followed nor any staff of the university conveyed the same or any other process as adopted by the MKU, DDE Study Centre.

In addition, considering the requirement of transparency in all kind of transaction in Govt agency/PSU or affiliated body and mandatory disclosure under Section * of RTI Act ****, the details of any outstanding dues must be intimated to student or same should be displayed on the website of the university but neither the process of checking the dues against students nor the status of the request in waiting/pending, is available on the official website of the university, hence the demand of the additional/balance fee after completion of course and issue of statement of marksheet seems to be malafide and fraudulent charge by the administration.
*. As far as I am concern, it is the responsibility of the administration of the university to despatch all the relevant certificate in time frame manner and as per the citizen charter being followed by the university or as prescribed by the UGC. The harassment of the student without any reason, non-responding to the email, non-despatch of the certificate in time as per citizen charter attracts many legal consequences and concerned university staff are liable to be penalised and disciplinary action to be initiated against him.
The intention of the staff at grievance cell also seems to be malice and the act seems to be harassment of student in nature. I am very mush embarrassed due to behaviour of the staff at university and non-despatched of the certificate till date which debarred me to take further admission for enhancement of my academics.
*. As per Para * of UGC notification vide DO No. *-*/****(CPP-II) dated ** Dec ****, it is obligatory on the part of the University in India that- An effective grievance redressal mechanism to be installed by the affiliating university for quick and effective resolution of grievance in the issue of mater pertains to the universities. However, on the continuous visit of the official website I came to know that neither a grievance redressal committee is functional nor the details with contact number & address are available on the website. It is pertinent to mention also here that neither the procedure to approach the said committee available and also the grievance cell is not giving any grievance no. to the form which is submitted online. It clearly shows the lack of transparency in dealing with the grievances of the student at MKU.
*. Considering the above fact, I am compelled to write this email to all the dignitaries for redressal of grievances pertains to issue of course completion certificate and refund of excess charged amount of Rs. ****/- after exam. It is requested to please issue the necessary direction for refund of the same at the earliest and provide me a specific date.
*. It is also requested to please investigate the matter that why the necessary action for issue of my course completion certificate was not initiated and why the university administration asked me to deposit the fee of Rs. ****/- after completion of course which must be cleared before final exam. If any addition or extra fee was paid by me the same may be refunded to me via cheque/Money order or draft as deemed fit. In addition, the action to be initiated against the defaulter officials as per guidelines of the UGC and code of conduct of the employee of the university and Central/State Govt. Kindly issue me an action taken letter on the matter at the earliest, in absence of which I will be compelled to file a suit in the Hon’ble Consumer forum for the said lapses of the university at the cost of the administration of the university.
