paytm payments bank - Money debited from Debit card but bill not paid

I was paying my UPPCL electricity bill through Airtel Payments Bank with Paytm Payments debit card.
I filled all the details of my debit card in Airtel thanks app and sms came on my phone number linked with Airtel Payments Bank
"Hello! You have initiated to make a payment of Rs.****.* towards purchase of your Insurance policy ******. Please keep the txn id *********** for future reference".
I filled the OTP in Airtel Payments Bank app.
My money got deducted from paytm debit card.
Airtel is saying you just used Airtel Payments Bank as a gateway, talk to Paytm.
Paytm is saying, transaction is successful and money is paid to APBLUTIL.
Now I don't know what should I do?
But my bill is not paid.
