Paytm payments bank - Upi transaction amount debited but merchant says amount not recieved

On **th May **** I did a transaction on a merchant through the Paytm app and the amount got debited but the merchants account was not credited despite of repeated reminders Paytm payments bank did not issue a refund and clarify on the issue also i am attaching all the evidence from the merchant of the failed transaction
