Indane Gas - Harassment from LPG cylinder delivery boy

I have an LPG connection (Indane) and the agency name is Divya Gas Agency, Karikode Kollam, Tel Number ****-******* & ****-*******. I am a resident of Keralapuram and my Consumer Number is CX *******. Every month I am facing problem while getting the delivery of the new cylinder. The delivery boy is harassing and demanding more money. He is telling only up to * km are Divya Gas is bound to deliver the cylinder and the rest of the customers should pay the delivery charge minimum Rs. ** per cylinder. When I asked for the bill, he declined to give the bill and told me to go and collect the cylinder myself from the godown. He never gives back the balance amount. This month the bill amount was Rs. *** and I gave him Rs. ***/- (Rs. ** as a tip), but he is shouting and telling that next month onwards he will not deliver and I have to collect the cylinder from godown only. Also, he is telling that he is not getting a salary from Divya Gas Agency and for that, the customers should pay him. I approached Divya Gas Agency without any success. They are telling to give money to the delivery boy. I don't mind in giving Rs. **/- every time he brings the cylinder, but I want to know whether it is a rule or not? I am not able to go and collect the cylinder from the godown every time. Please help me in solving the problem.
