- Fraudulent transaction through Third Party Breach Open
On **.**.**** around **-** hours undersigned received a call from phone no
********** Informing that he is a representative of PAY TM and that I need to carry
out token online transactions of Rs **/- or **/-through each of my saved cards in PAY
TM wallet for KYC authentication/ compliance. The person kept me guiding online to
carry out the same and it was going on for nearly one and half hour. Around * PM, I
received a call in my alternate mobile number from HDFC bank phone no ***-
******** about the attempt for fraudulent transaction and informed that the credit
card has been blocked to prevent such transactions. Lodged complaint with
appropriate authorities in Police/Cyber crime branch on **/**.**.****.(Refer copy of FIR attached).
However, HDFC bank credit card department had not taken any cognizance to any of my submission and information and transferred the entire amount due against the credit card to new card with number ****-****-****-**** including mandate for auto debit from back end
without my knowledge and attempted auto debit from my savings account. As sufficient
balance to debit the entire amount was not available in my savings bank, minimum due
amount of Rs **** debited by bank without any adjustment of payment already
released earlier. Matter was taken up HDFC bank at various levels but no action is
forthcoming for following:
• Third party breach for fraudulent transactions done through PAY TM wallet and acknowledged by HDFC bank on **.**.****. and based on which card was blocked forthright from their end is not being agreed upon now for reasons
best known to Bank.
• Shadow credit/reversal of disputed transactions till final resolutions by investigating agencies not done as per the guideline laid down by RBI.
•No action being taken to stop auto debit from my savings bank through issuance of new
credit card account as stated above in spite of repeated request to home branch and
customer care. Instead credit card statements with additional due for debit card return
fee is levied.
• Trails of fraudulent transactions as acknowledged by PAY TM (refer
attachments) have also been shared with HDFC bank for further actions to take up with
concerned merchants/Banks but without any results.
• Investigations/resolution from
bank has been closed without taking any cognizance of sequence of events involving
third party breach and now referred to Banking Ombudsman.
Charges/Interest etc are levied over the disputed amount contrary to RBI guidelines
