Vle Bazaar Gurgaon - Defected items delivered

I ordered a wifi printer on **.**.**** and paid Rs. *****.** (Order No.- *******) after calling VLE Bazaar customer care to confirm that ink is included and executive confirmed I told him I am purchasing it and its extremely urgent so please send it ASAP and he assured me that printer will be dispatched within two days. after few days I called to know regarding delivery they told me within * days item will be dispatched. I received no mail then I called again after * days they said it will take * more days. I told them that my work is suffering and I am having loss due to not having the printer, Then they said Item is not in stock and you will have to wait ** more days. on **th I requested to cancel the order and give my money back they assured to do the same. on **th October they cancelled order but not refunded. When I called they said to refund after *st December when I argued they told me there is some technical issue. I called multiple times and requested them to refund my money as I have to purchase printer and its giving me loss but they keep telling me to wait after some hot talk Mr. Deepak Sarkar came on phone and said me to be agree to get refund in two parts, he said Rs. ****/- will be refunded within two days and rest after * days and gave me his personal mobile number, I had no option other than being agree with the offer but they never refunded any money. I kept calling and they used to tail me to wait few more days every time. Again on **st November ** after hot talk they said me to give store credit to order something listed. I had no choice so I agreed to recover my money and I ordered AOC **.*" LED monitor and a Cosmic Byte Galactic Keyboard (Order No. ******* and *******. They said to dispatch within two days but did not dispatch. On **th I called to Deepak Sarkar and asked regarding dispatch info then he told me that both items I ordered are out of stock. I said him to give me any monitor, he said there are no monitor in stock, then he said to wait for a while. Deepak Sarkar called me after few minutes and told me these is a Samsung M* monitor available but it will cost you ****/- more I said him to let me check the listing he said item is not listed you can check using google. I checked and agreed to pay more. He asked me to make payment, I already had been suffering I said him to book monitor in Cash on delivery mode. He said if I pay immediately he will give me Rs. ***/- discount otherwise COD will cost me Rs. ****/- I agreed to go with COD. I asked regarding keyboard then he offered me another Quantum keyboard of same value, I agreed for that too. He asked me to provide email confirmation and mailed me immediately. I replied with confirmation. Then they acted fast and booked COD same day as they planned to defraud me again and rob ****/- more. They sent defected monitor in samsung box which was poly wrapped after unwrapping I found multiple taping marks and few remains of 'ostudkart.com' printed tape which is old name of 'vlebazaar.in' and if not then Director of both companies is same person Mr. Himanshu Agrawal. Thermocol inside box seems handled multiple times, broken and dirty. I found stand screws and HDMI cable is missing and told Mr. Deepak Sarkar immediately he assured me to send these items separately and asked me to send picture of inside packing which I sent over whats app and informed that it looks like the monitor had been sold previously. Next day I purchased screws and HDMI cable from local market and tried to start monitor but found item is internally damaged and can't be used. I called again VLE Bazaar to replace this defected item but they refused to replace and said "jo ukhadate bane ukhaad lena". Today on **.**.**** I received keyboard which is also old and damaged.
I have all proof how they mentally tortured me. Made me to beg for my own money.
VLE Bazaar lists items less than other ecom sites to attract people and either they don't send goods after payment or send defected/Damaged/Used goods.
They are committing planned fraud which is serious offence.
