Sbi Credit Card - Bank failed to stop fraud in my credit card

This complaint is regarding fraud happened on my Sister's SBI credit card on **th August ****. The fraud amount is *****/- .First of fall even after complaining the fraud to bank, bank could not stop it in * days, as transaction got settled on **st . Secondly,I was told to get the transaction related detail to report the crime in cyber cell. After sending out mail for at least ** times , bank provided some details after ** days (though I was repeatedly saying fraud has happened , but they did not provide detail without completing their slow and useless procedure).And now bank person call on the registered number and abuse/mentally harass my mom and me. And on top of all these , even knowing fraud has happened, they renewed the card, added payment dishonour fee and keep adding penalty in every month generated bill. So my Complaint is bank could not complete his duty first, without my consent renewed a blocked card, saying your credit card account is not blocked, and now mentally harassing me and my family
