Ujjivan small finance bank - ATM debited Money due to server problem not returned

I have tried to withdrawn an amount of ***** inr from Hdfc bank bahadurgarh on *th of April **** during lockdown and it was declined but my money deducted I was waited there around * hour but nothing happened ..so I have complained to my banks customer care on *th of April **** but they told me that they cannot take my complaint because of covid lockdown and then they disconnected and again i’ed called on **th of April,**th of april every *nd day but they did not took my complaint and after the lockdown I myself went to the bank for the complaint twice always the complaint rejected then they told me to deposit a fee of *** for the complaint so I did but now they are telling me that it’s been a long since the incident happened they cannot do anything in it. Please help
