viphexa - viphexa fraud, sim not activated yet

i am ahad and i had seen a number on viphexa.com and i bought it for rs**** *th october **** and they said that sim will be delivered within *-* days, the cheating from there and the sim was not delivered the mentioned days and after i called their customer service representative one by one for * week i got that sim and they irresponsibility is very high because after my several times of calls and messages only they forced to send the courier. when I got the sim and i put it into my phone to check but till today i don't get the network and when i call them they say that it will activate within ** hours, we send the mail vodafone and they aren't replied, etc..now a new technique is that they don't take my calls if they are taken after asking my name and number they put on my call on hold. is the most trusted site? a year ago i purchased a number from vipnumbershop.com they given me the upc code within * day of the purchase and the sim activated within * days. so, please help me to get my number or refund and real face of cheating and fraudulent of viphexa company.
