Upgrade abroad - Upgrade program refund and cancelation

Hi Team,
In May month I have connected with the upgrade aboard platform to do Master in Germany. I registered to Accel program for master of Computer Science *** ECTS UAM Germany, it is ** months course where * months will be online which can be complete staying in India and next ** month course would be offline where we have to move to Germany.
The registration process and education loan for online classes was completed in the last week of May month and my counselor told me that the online class will be commenced in the first week of June, but it was commenced in the last week of June, which is * weeks of delay. Once the classes started everything collapsed, they said the online classes will be conducted by university professors which means from UAM universty but the professors were from local university who has registered in the upgrade platform as trainer. The teaching quality of the course was also not so good and I had asked for the basics teaching, as the course I registered is completely new even they promised the Course will be from basics, but the topics they were teaching was completely advanced one.
With all this unsatisfactory fact I said I would be discontinue this program and requested for refund because I felt the teaching/course is not so worth money, in return they said the cancelation and refund is not possible, even if I request for it several times.

The amount I lost was ******. whereas ***** is for application fee and ****** is of online course fee, I took education loan of ****** to pay the course fee and I am paying EMI now for this amount, which is really a great loss for me.

Could you please help me to get the refund as well as cancelation of the program?
