Rcn Cable - Unethically collected advance and have not returned the same

RCN cable networks, a local cable operator in rajarajeshwari Nagar Bengaluru.
Have collected an advance amount of rs ****/- to provide cable connection.
Because of his poor service I decided to cancel the connection, and inform the same to him, so that he can come and take back the setup box and return my advance, since no one has come to settle the same I went and returned all the hardwe he installd, but he refuse to repay the advance.
He even refused to give me the bill /invoice for the same.
I hope to get the justice from voxya.
