BSNL Broadband - UNETHICAL PRACTICES OF LOCAL FRANCHISEE BSNL CUDDALORE

Recently we got BB connection through local franchisee Maran who is the only person who can avail the BB connection for BSNL and there is no other service provider available in the area. Here are my complaints:
*. First he gets the money and doesn’t avail connection for at least *-* months depending on the person and whoever bribes him he will give the connection. For us, personally it took * months and he gets money through GPay and never gives any receipt.
*. He charges ****rs installation charge for ***rs and never gives back money and keeps the rest.
*. He doesn’t provide the voip phone even though Bsnl charges *** for the voip phone. And then when we ask he is threatening that he will cut the line and will not repair it unless we let it go.
*. He has charged the voip phone cost from almost every household in the area which is at least *** connections to my knowledge. Outside of my area, I’m not even sure what he has done.
*. He directly threatened some people that he will not give connection for a minimum of three months unless they give him the money he demanded.
*. He is threatening that he will pay the money back but he will cut the lines, and then not resolve it. He is saying “you go to Bsnl if you can but you have to come back to me, so you will never get internet but you will pay the monthly fees”.
*. He is also lying saying no one will get voip phone but I confirmed with local Bsnl office that the *** installation charges were waived, the other *** on my bill was for the VOIP phone. So in total he got ****rs from us just for installing.
*. He is threatening elder people saying and even though we have been literally begging him for the bill amount, for more than two weeks he didn’t even respond until I told him to give in writing that he can’t help resolve.
*. Finally when we said, ok give us the *** rs. He said he will give it but will make sure we never get internet.
**. Moreover he is saying he knows the local AD and can do anything he wants. And no one will question him and then everyone knows what he is doing and we will never get justice.

Why are they employing local thugs and taking money from innocent people, that too elderly people who are living on their pension money. Is this the right business practice. For a company that was trustable now everything is fully bribed system even for a internet connection in ****. It is a shame that this is prevailing in cuddalore.
