Hathway Broadband Internet - Took money and they didn't return it

I have paid money to the hathway broadband so after payment they have visited and said that sir we will not service here and ask for refund.
So I have contacted support team and they said refund is not possible we will not refund for prepaid amount if u paid for postpaid we will return but it is not possible to return for prepaid.so my question is I have paid money I didn't get net connection I didn't use internet so why they didn't give me refund and I have mail conversations as well I said them that I will raise consumer complaint also even though they didn't bother.
