Goair - Ticket Refund not given pnr

I have booked a flight from Jaipur to Bengaluru. for **th May due to lockdown its reschedule to ** June.
then after I have changed to * June. but all goair flights canceled from jaipur. i have waited for more than ** days but no goair flight available from jaipur. while calling customer care talling like we can not provide a refund only you can reschedule the flight.
how can reschedule flight without flight availability?
