Ethiopian Airlines - Ticket refund

I have booked * tickets from Ethiopian Airline site , while booking I opted for extra payment USD *** to cancel my ticket at any point with full refund, but while cancellation i got only USD **** instead of full refund USD ****-***=****, and i am not getting any reply from airline’s, I hope it’s Ethiopian airline’s fraudulent , please don’t choose this airline at any time.
