IRCTC RAILWAYS - TDR rejected for wrong reasons

I have booked tickets from Hazrat Nizamuddin railway station, Delhi to Secunderabad Junction on SBC Rajdhani (*****) for group of * people (PNR: **********). Our scheduled journey was on *th November, **** and after chart Preparation only one person got confirmed seat and others were left on waiting list. As per the rules I had filed TDR before ** min of the scheduled departure from Nizamuddin station. My TDR request was repudiated, giving wrong reason. Therefore i want to file complaint requesting refund on above mentioned PNR.
