VI simcard - SIM crad not yet delivered

I have decided to change the port from JIO to Vi, since the service and network willl be fine. I have applied for the SIM crad delivery online on * Feb **** at *.**.pm and I was told that the SIM will be delivered within **hrs and i waited for *days till today and whenever I call the customer care they tell me it will delivered by today evening but There is no updates on the page or nobody called me for any clarification or address or delivery till now but I have called the Customer number *********** for *days and they are telling the same answer but work is not donw. Because of this I am not able to use the number Since, I have paid ***INR to vi so I did not recharge for the JIO and I could not make calls or use the INTERNET.
This is making me mad because of the Problem please solve this problem.
Either deliver the SIM immediately or else make a refund of that amount and cancel the portability request
