Justdial.com - Service not provided

Dear concern I have received a call from a party running under Justdial in the name of 'k motor driving school' for learning driving. My brother has paid the amount online via Paytm and being promised by the lady owner to give a service of ** days for half an hour. But they stop responding after *-* days. The driver as well as the lady stopped picking the calls and even responding to the msgs sent by my brother. When called by my number which is unknown to that lady, she picked up and also promised me to provide with driving services same as to my brother. She didn't know me as my I m into a relationship with the previous person from whom she has taken money. When confronted she suddenly showed that she was unaware of the facts of being called continuously by my brother and also about the driver not attending his calls. After that she promised to give my brother the refund. But again all this in vain. After that she knew my number too and so stopped responding to that also. By seeing all this I have filed a complaint to Justdial giving them all the relevant details of the payment proof as well as the chats done with the lady and specifically the recording done by me in which she responded to me by saying that she'll provide with other driver or else the refund. On specific note I have sent a mail also to higher authority and in those I have attached few of the screenshot of this fraudulent party running scam as they thugged other people also and they have written their reviews to some other websites, all of them facing the same issue like us.
I request you to plz not only provide my brother's hard earned money back but alongwith this take a strict action against this owner so that they won't play with other people in the future. My concern here is not about my money. It's about this scam to be stopped by all means.
