Olx - Seller packing not good

Recently ordered one amplifier through Olx. It cost **** Rs. I paid including courier charges. the seller's name is "Hemant" from Haryana. After receiving the product it was fully damaged. Then I called him and asked about this. He said half of the amount I will refund. Later he said I will refund only **** Rs. I said ok even its loss only. Then after two days, he said no it's not my problem I will not refund its courier problem.
Seller mistakes
* ) Not packing well.
*) Not written "Handel With Care".
*) He Lied of paying half money.
*) He collected **** Rs for packing.
Now there are no spares available here to replace the damaged item. Now, seller not responding he not accepting my calls.
