Okinawa Scooters - scooty charger not getting replaced

my scooty (praise pro) charger was damaged in mid of november and i gave it to local dealer( KPT motors) in barasat who at that point if time asked to give them few days to repair it and after ** - days they said that the charger couldnt be repaired and when i asked for replaced charger since my charger was in warranty , they told me to talk to the headquarter which is located at Gurugram.
When I called them up at headquarters they told me that they could only dispatch a new charger only if they get the old, damaged charger first. Since then i have calling them every * -* days and they are saying the same thing that the dealer is not cooperating with them and thenafter the charger has been picked up but hasn't reached to headquarter yet.
Its been * months nearly and till now this matter hasn't been resolved yet.
Please provide me with some assistance in this matter.
