Instagram seller - Scammed me by sending wrong product

A person named as abubkar sidik cutpiecewala's (as per paytm) claimed of selling master copy dubai version of samsung gear s* frontier on Instagram. A popular page on Instagram with *.*m followers promoted his post. I wished to buy that. That page was very old. I ordered that watch and payed him ₹**** on paytm number **********. After I sent him screenshot of successful payment, he blocked me on WhatsApp where I was ordering. I tried to call him multiple times but he blocked me there also. The order date was ** july **** and I received the product on *nd August ****. I received a very poor quality watch that is available on online stores for ₹***-₹***.Picture is attached.
Please help me to get refund.
