Asian Paints - Regarding paint job

This is regarding a paint job of my residential building, in *, ho Chi Minh Sarani, Kol-******. I had an agreement with one of the dealers from Asian paints for exterior painting of my house which is approx **,*** sqft. as per the agreement. I had made an advance of **% of the amount which was approximately *.* lac rupees. I promised **th April ****, as of the date of completion but it has been almost * months from the day they started to work. There is no update. I feel I have been cheated. Every time I have a word with the Asian paints official the person makes fake promises of getting the job done but there is no update. They forced me to make an additional payment of ** thousand and then they completely vanished. After waiting for this long I see no results and have no more patience left. There was a marriage function at my house before which I wanted the job to be done, but obviously, it did not happen. I want a full refund of my money and also want to penalise the company for the harassment caused, as now again monsoon season has come and it is difficult to get the job done. I am also attaching the money receipt as proof.
