Vistara Airlines - Refund of Upgrade Fee

I paid for an upgrade on Vistara (from Premier Econ to Business) to travel on April **. The flight never operated due to lockdown. Vistara says they cannot refund as upgrade was done by Optiontown even though it was offered on the Vistara page. Optiondown has a non working phone and says I should now contact Vistara. Have been back and forth. Vistara then said they have processed refund on may ** but I got nothing. They do not share details. I have even sent them my bank statement. It is ridiculous that to get one's own money I have had to email so many times with no resolution in sight.
