Mngl - Refund of Rsfrom MNGL Maharshtra Natural Gas Limited

Dear Sir,
I ( Mahendra Kumbhar ) paid my flat owner ( Rahul Anil Pawar ) CNG bill of Rs. *****/- against BP no. ******** through my ICICI bank credit card ( **** **** **** **** ) on **/**/****
Unfortunately bill was paid twicely through credit card.Later on when I got credit card bill for December **** , I contact MNGL chinchwad office & give application for refund of ****/- rs. through my owner on **th January **** as gas connection is on his name. I got Service request no. ******** for the same. But after ** days followup I came to know or I was told from chinchwad & Shivaji nagar office that they have technical problem to refund amount. MNGL ( Mrs. Farhana Shaikh from Shivaji nagar MNGL office ) says “ Can’t refund money to owner as it is not cutting from his credit card & can’t refund to me as gas connection is not on my name “. I told them that this is not accepted. Either you refund to me or my owner , we don’t have any problem. But no one is responding properly.
I request your humble attention in the matter as amount is big & I need it urgently.
