Multilink world Irctc - Refund not received

MOS UTILITY PVT LTD - Multilinkworld.com who are authorized to give IRCTC agents license have cheated me, they have told me that they will give me the access (My code is k-******) of IRCTC booking with the refundable cost of **,*** after one year and one year is completed this year but they are now stating that "Refund not possible, start work with us and achieve your yearly target ** lack (* jan **** to ** dec ****) ,then we will process for refund franchise Amount **k" this terms and conditions is never discussed or signed by me anywhere, even in there voucher they have clearly mentioned that its refundable after one year of completion, nothing is mentioned that this terms and conditions applies. this is totally fraud and insane and i need my hardened money back.
