vlebazaar - Refund not provided for cancelled order

I placed an order for the Epson EcoTank L**** printer at VLEBAZAAR.in on **/Jul/****, vide order no.*******. However, even after waiting for *-days, the product was not dispatched and I decided to cancel the order, anticipating some foul play. After multiple attempts and being on hold for more than **-mins, I was finally able to cancel this order on **/Jul/****. The agent informed me that the money will be refunded back to the original payment method (Credit card) within *-days itself.
It has been more than **-days since that event and I haven't received any update on my refund status till now.
I also raised ticket on their support portal - https://support.vlebazaar.in, vide ticket no. ****** and tracking ID - M*M-S**-*HXP.
The vendor is not providing any response and despite of multiple attempts, I'm not getting through their call center number - **********.
This is highly unprofessional and should amount to cheating. Please support in recovering my legitimate amount and ban this fraud website before they dupe more innocent shoppers.
