IRCTCAIR - Refund amount not received

I have booked Jet flight air ticket on *th jan via IRCTC worth rs ***** someting (Group booking) however due to some reason jet airways closed.! I have requested for refund since March month IRCTC is not accepting the refund and only thing is receiving same email again and again..! I boomed through credit card now i am getting charged for late fee due to IRCTC is not refunding my amount.! i called them for the same however they are not telling the truth and told me do mail only..! today is *th july its been more then * month i am requesting them but they are not bothered..! Request you to look in to this ..!
