Maid agency - Purposefully withheld the payment done to maid agency after denying to offer maid services

One maid agency in ernakulam (name: Nanma placement services) had collected the whole amount of one month maid wage and their service charges for * months. After the collected the money from us, they refused to provide the maid they promised, and also refused to refund back the paid amount by quoting silly and unreasonable excuses.
Over and above, they were trying to forcefully impose one another maid for which we didn't give consent.
When we asked for refund back, the owner was challenging that she is an activist and says she will purposefully delay the amount and demanded that i should say sorry to her for no real cause.
We didn't take any service from this agency and hence tye whole amount should be paid back to us as we are in very much requirement of a maid since my wife and mother both are not well and under treatments, and also I'm outside kerala (in bangalore).

Since she purposefully delayed the refund because of her egoistic behaviour by not realising the situation in our home, the estimated total loss is Rs. ***** including the loss incurred to us for all days without a maid service to us.
