Excitel broadband connection - Provider is saying I will not come to home to change the box and not going to refund

I called the service provider to change the router box as it is not working properly then they used to tell me first recharge it then only I can change the box but till now they haven't change the router and I continuously call then and today they said that they will not come and not going to refund as well. I want my refund of **** and my loss of work as well due to shut router.
