Excitel broadband connection - No proper response for complaint raised as unable to use service for amount paid

I have taken ** months of excitel broadband subscription by paying rs**** on December ** and already paid deposit of rs **** while taking connection. Though there was connectivity and speed loss issue in the beginning but it was manageable. But from August month due to frequent disconnection and speed loss i *as unable to use service. After repeated complaint through mail and calls there was no response. So I asked for termination of subscription and refund of my money. At that time though I *as assured for change of device/router (as router was faulty) and extension of subscription by technician. Nothing was done. After some *** complaints from past * months router is not changed nor money refunded. Now they have stopped taking calls too. Many of the complaint tickets raised were closed without resolution. Some are still open from past ** days I had mailed them that if resolution not done I will go to consumer court. But they are least bothered and still continuing to cheat customer.
