Gujarat Travels - Proper seat not allowted as per booking

I am booking from panvel to surat, bus timing was *.** am but bus arrives on *.** am and operator change my bus by promising that i get same seat as per booking, but actually when i reach to bus not a single seat was empty and i travel to seat with stairs upto ** min.
After number of call to operator they allot me last sharing seat.
This was exhausted.
Please take necessary action.
