Stylish Drapes Instagram - Product not dispatched in tome

I had order an outfit on **th of October, at the time of order stylish drape promised to deliver it in next *-* days.
Got a text msg from stylish drapes that my order is out of stock on **th October and forced me to chose some other outfit.
I didn't want to order anything else hence I asked for my money back.
Stylish drapes has bluntly refused to give me my money back on the grounds that they don't provide refund, but in my case product was not even dispatched that means I was not asking for a refund I was asking for cancellation because my order was not available with them and I didnt want anything else.
They are not even receiving whatsapp call and incoming to the whatsapp is not available.

I feel that I'm robbed off my money from these so called instagram businesses who are not genuine.

I request instagram to impose strict charges on these people and help me get my money back.
