Individual consumer - PG OWNER FORCING TO SHIFT AND NOT REFUNDING MONEY

My PG owner is forcing me to shift to an old building and when we shifted to the old building there were no rooms we are forced to stay either in hall or he told us to shift with someone else's room like keep your luggage there and stay somewhere else and like this was his response and he is not answering any of our calls now and forcefully told us to leave the PG and he has not also refunded our money and his only saying I will refund on July and then postponing it again and again
