College fees - Paying extra fee in our college

In my college they are taking extra fees by saying the reasons like for painting and they are taking attendance fee(if the attendance percentage is less than ** then it is **** condonation and detained fee *****+****). Now they are asking to pay *** for white wash, if not they are not giving our halltickets to write the exam. Please take an action on my college.
