smartsters - partial delivery done refusing to refund the remaining amount

I had ordered a study table, study lamp and two study chairs on the *th of February from a company called SMARSTERS. the order was to be fulfilled on the **th of Feb., but they didn't do so. i tried contacting them via their contact number, but no one got back to me via phone , what's app or email. after multiple attempts when they finally got back they said only the table and the lamp is available the chairs are out stock and will be ready to dispatch on the ** of Feb. I said fine you send the table and lamp, which they did and i received it . post that there was no communication from their end.. i write emails and called multiple times but no help. after a week i got an email that they are yet not ready and will take two more weeks, then post those two weeks a date of ** march was given. finally i called on the **th and no reply. i have called and emailed so many times but no answer. Finally on Instagram after constant messaging someone got back and said chairs wont come back in stock , please take something else, I said I didn't want any other chairs as what they had in stock was only **** rupees and they were not ready to refund the pending amount. after lot of to and fro I finally told them i want a refund, to which they hesitantly agreed. I have given my account details and its been four days and no one has gotten back or the refund process has not initiated. they don't reply, answer calls or get back via any mode of communication. Its been a pain dealing with them and all i want is my refund.
