Trackon - Package not delivered

Courier was booked by us on ** Jan'** from Gurgaon Palam Vihar Vyapar Kendra to Kurukshetra with promise of delivery in * days but today (on ** Jan'**) after much struggle, we got back our courier with Reason of "No delivery area". Now the person is denying to refund us a single penny. Our argument is if services are not availed then why the full amount is kept by you? Plz keep some nominal amount and refund us the required amount.. But all our efforts and discussions are in vain hence we want to raise this complaint
