Best Buy - Package not delivered and he is not refunding my cash

The starting of this my problem was from *th August ** **. Iorder Apple iPhone X max ***GB from a dealer on quiker website. He is working in best buy company. Total amount of the product is *****. He said first payment is **** and second payment is after delivery . I paid ****. Then after sometime he said me you have to pay extra ***** for shipping your product. I refuse to pay it, i asked for refunding but he said that he paid the *st payment for the shipment and he said there is some shipping problem so in order to get your product shipped you have to pay ***** after that i will give your tracing number. I paid total ***** to him by online banking method . Now he is saying that your product got stuck in the customs department in Delhi Airport in order to collect it you have to pay the custom charge of Rs *****. He send me fake custom officer notice. Then i got doubt about that. So I asked him to refund my cash but he blocked my number so i can't able to contact him. I write a mail to quiker, best buy company and DHL office. And also i complained to the custom office, Delhi. But custom officer was helpless. The quiker id is *********.
Please help me. I need my ***** back. Give below are his details
