Caseily accessories - Order not delivered and tracking id given even after 2 months

I ordered smartphone cases from caseilyplus+/caseily accessories(that time it was named as urban decode later changed to caseilyplus+) on February **. Its been * months (as of today april **) and he hasn't even gave a tracking id by which i can track the parcel, he just says that this week i will get my order but nothing comes, he says that he will give tracking id on upcoming monday but he doesn't shares any info, this happened like *-* times. He gives his words about delivery and tracking id but fails to fulfill and changes his words. Instead he tells me not to message this much and he will update but he never does that and tells me to behave and keep shut ironically when i paid him and he is delaying and acting like a scammer. I don't even know if he will deliver or he has scammed me. I have got so much frustated. He doesnt even pick calls, ignores messages, when i get little harsh on message, he shows his fragile ego.
