National Testing Agency (nta) - NTA not returning my examination fees which they charged two times from my account

UTTRA KHAND HIGH COURT STENOGRAPHER EXAM. I had done a transaction of one thousand rupees for examination fees on **th feb **** which got failed so i done another transaction on **th feb **** which got successful.. after some time both transactions got successful.The transaction was to National testing agency uttra khand high court stenographer exam. So i kindly want refund of one of the payment.. I filed complaint through mail to NTA but i am not getting any response from them .. I also tried to contact them through customer care but they never picked up my call.. I filed complaint in Reserve bank of india.. They told me that the amount is in merchants account and we can't help you ..
