Zolo Stay - Not refunding deposit money

My sister shifted searching for the job in Pune. I dropped her in Zolo rainbow stay in Wakad Pune took *-month running and *-month deposit rent which is ****. My sister got a job in another area so she wants to shift in another area. She gave notice to Zolo one month prior at the time of leaving. She told the management that I am leaving.
After completing formalities their management man says now no formality is left you can leave. At the refunding time, they do not refund my full money and engaging in rules and regulations. Please help me. They are cheating with everyone.
