Oriental Insurance - not given the insurance amount of a cattle by Oriental Insurance company

We are the farmers and we were asked by the animal Husbandry department to get the Cattle insurance of the cow in ** % and ** % scheme run by the HP Govt.
all this was in month of April on **-*-****. We have given insurance amount to the animal husbandry department . we got a fitness certificate from them on the same day on letter of oriental Insurance co ltd.soon after on dated **-*-**** the cow was died due to electric shock. cow was grazing near by field and bite a live electric wire with the grass and fell down on the earth. We informed the doctor about the case and they visited the place and given the detailed post mortem report. but Insurance company denied to give the insurance amount and saying that they got insurance amount late from the Govt Animsl Husbandry Deptt. But the department is saying it was given on time to Oriental Insurance . In this we head already Given near about ****/- to Department and manged a car for the Doctor to visit the place again spent ***/- on Taxi but still no one care not given a single rupee. kindly help out.
