ICICI Bank Car loan - NOC regarding after paying Car loan as per schedule

I have fully paid my car loan to ICICI bank as per schedule and applied for NOC as per their procedure. But first they said NOC could not be delivered to your home whereas if it would have been regarding loan, the case had been vice-versa. Again I applied and requested to deliver to Sec ** Gurgaon branch. Again I visited Sec ** branch who sent me to Sec ** branch, where they denied to recieve any such document.
It is requested to please ask them to submit the NOC and no other authority seems to press the hearing so that they can listen.
