Airtel Xtreme - No refund provided for cancelled installation of Airtel Xtreme fiber

I opted for Airtel Xtreme fiber connection considering the availability in my area. So I filled an online application for the new connection on **-*-****. I received a call from the local Airtel executive asking me the details location and plans for my connection.Within an hour he completed the proceedings and asked for the payment for new connection So considering that Airtel being such a reputable company I instantly paid **** for the new connection. I was told the installation would be done within ** hrs which I accepted . Now from here the problem begins even after ** hrs when the installation was not done I called the local executive he told me that installation will be done in ** hrs. I again waited for the same but still no installation was done in the coming days . After more than * days the local executive started avoiding calls and didn't reply to any messages . After complaint to the CC he egoistically cancelled my connection and said the refund will be provided with in * -** days, and now it is *-**-**** I haven't received any refund or communication from the Airtel team. And everyone knows its impossible to reach Airtel CC through IVR.
So basically I have been scammed by Airtel and the have neither installed or refunded my hard earned money.
