Railtel Corporation Of India Limited - I have not received my refund

I contact to service provider of railtel in Babina for wifi connection. He told me to pay Rs. **** for booking wifi router, wire and connection. I paid full amount and then there was no responce for one month from his end. So i told him to give my money back. He said that he would return next day but till date I have not received my refund.
It's a fraud company which cannot give service to their costumers.
