Google pay and HDFC bank - Google pay transaction successfull but merchant did not receive amount

transferred Rs.**, ***/- amount from my savings account to merchant account on May **th ****.Transaction is successful but the merchant did not receive the amount.I visited my home branch and after many attempts I got the account number to which the amount got transfered, that account belongs to Google pay india pvt ltd.When I called to google pay, they say they are not responsible.I asked my home branch to raise a complaint but even my bank person tell me that the problem is from Google pay only.kindly let me know how to proceed.
