INDANE - Gas cylinder filled with water not getting replaced and refunded

We are indane customer for last ** odd months and have two gas cylinders with us. Last time when cylinder was delivered to us in month of Sept **, it worked for *hrs and then stopped working. Complain was raised with dependent agency here in Satwari cantonment, jammu named as Tiger agency. Representative examined cylinder and confirmed presence of water in cylinder. * times agency have been visited to get the cylinder replaced. Initially, they told to replace it as and when cylinders will be available at their end. But when today again query was made,they were reluctant to replace it and quoted " aagey se hee aisa aaya h, hum kuch nhi kr sakte h". I'm an defense person posted in field area and devoid of ntwk con for most of the time. I don't wish to see my dependents living there in jammu city in unnecessary trouble due to such irresponsible attitude of a known firm's staff.
