Phone Pe - Fraud Transaction For Electricity bill

Here I am attaching two transaction screenshot, which are done for same electricity bill/connection, I need to get refund on my last transaction which is of amount Rs. ****/-
This is completely embracing for me to say that phone is doing fraud with Customers. For single electricity bill , how phone pe can allow multiple transactions for same electricity Bill.
I have discussed with customer support but didn’t found any solution cause they said phone never refund for successful transaction.
But here is the different case,

If transaction is already done by Phone Pe for electricity bill no. ********** of amount RS. ****/- on **th Sep **** by Transaction ID. N**********************

Than How can phone pe made again a successful transaction on **th Sep **** of amount RS. ****/- for electricity bill no. ********** by Transaction ID. N********************

I have requested to phone pe to take appropriate action regarding this concern. This is a fraud done with me by Phone pe, and customer support didn’t admit to help me and provide me support in this situation so I raised complaint against Phone Pe.
