Dominos Pizza - Food delivery order accepted but food not delivered

An order was received by the Domino's pizza restaurant, Rohtak at around *.** pm on **/*/** and the bill was charged but there was no response from the restaurant for * hours. Even customer care was contacted * times and they said they could not help as the restaurant could not be contacted due to technical issues. When asked to cancel the order, the customer care executive replied that it could not be cancelled and I have to refuse to the delivery boy when he shows up with the order. But still no response from the restaurant even at * am at the night nor is there the message of cancellation of order or refund.
