Indigo Airline - Excess Baggage charges Harassing a Minor

the traveller was a MINOR,a cricketer carrying * bags-* cricket kit ,* Black Stroller (bothe check in),* red kit bag(cabin) who was harassed.
Minutes before security clearance,a demand for excess baggage was made.
The charges for the cricket kit was waived off on request.
.the ground staff emptied contents from the 'black stroller bag' and was loaded into the cricket kit with an intention to make charges zero.
The Black stroller bag was made empty.
However,there was some confusion and no cabin bag was allowed.(the red kit bag wad also checked in) ,strangely.
my minor son eventually carried no cabin bag.
an excess baggage charges of ****/- was levied without any basis.
if the red kit cabin bag was taken inside,there would have been no extra baggage charges.
several requests to Indigo ..they are refusing to waive...
pl intervene
