Google Pay - Electricity bill payment not paid money deducted

My name is Atul Kumar i live in kanpur uttar pradesh on **th april i have made a google pay transaction to pay my electricity bill of rs **** to kesco money got debited and i got the confirmation on that time that your transaction successful bill payment will reflect in * working days so i felt relaxed and go back to another work again after few day before my due date i got confirmation that bill is not paid i opened my electricity account to check wether it was paid or not and the electricity bill was not paid and money was deducted on that time and the transaction waa still successful so i raised a dispute after raising dispute also they haven't responded my electricity board put a penalty on me if my electricity got disconnected who is responsible o have trusted the website if they show me successful transaction what i will understand it ia done because of them i will loose my electricity and paying penalty also.
